If halogen headlights not working, you need to check if they are correct volts.

For example, if your halogen headlights are 24v or 48v, 12v halogen headlights always not working.

In additional, quality of halogen headlights also cause some bulbs not working.

In order to win markets, some factories using low materails instead of good ones, so some halogen headlights are very short life time even not working.

Although halogen headlights are over competitive, my factory doesn’t like to cut down quality in order to win orders.

For example, most of our halogen headlights are all 800-1200 hours, which is at least 2 times as long as others.
