I think car headlights not too bright on city roads because city lighting has brighten roads in there.

If driving in village or very dark areas, high bright headlights will be a good choose.

But headlights can’t be only bright because too bright will blind oncoming drivers and also make cars into dangerous.

As usual, halogen headlight is about 1500lm output, so led headlight 1800lm-2200lm is much more brighter.
